It may be having a seizure. There are various causes, the most common being epilepsy (Epilepsy Wikipedia), poisoning, and tumors.
THE FIRST THINGS TO DO ARE:
AVOID YOUR DOG FROM HURTING ITSELF. Place rugs, padded blankets, or mats on the floor next to the dog to prevent itself from causing injury or damage by bumping into the floor uncontrollably.
MAKE YOUR PRESENCE FELT. Carefully and without being agitated, strock it on the lower back, never on the head or near the mouth. Remember that during these momenthe it doesn't know what it is doing; while it opens and closes its mounths our hand could get pinched.

CREATE A QUIET ENVIRONMENT. It's important to make the environment as quiet as possible. Turn off lights, the radio, TV, computer*, and Wi-Fi*. Use a low, calm, and reassuring voice. The seizure cycle will end.

USE FABRICS THAT CAN BE THROWN AWAY OR WASHED EASILY. During a seizure, he may lose urine, feces, or saliva containing blood (because he may involuntarily bite his tongue).
When the seizure is over, contact your veterinarian or an emergency facility.
WHAT NOT TO DO:
Put your hands near its mouth
Shake or encourage it to stand
Give it oral medications
Give it food or water
Cover it, thinking its cold
